As most anywhere in a city, fences on the line are community(both of yours) property. I don’t think you can force them into paying half of the cost. Your best and responsible pet owner bet is to put a fence up on your side if the property line(only has to be there by a hair) to keep your dog in/on your property. By doing it this way since they are being assholes, put the kind you want up, brick, chain, wood, WTF ever you want. They have no say so on your side of the line.
Is the fence on your property or theirs? That’s who owns the existing fence. You can put up your own fence on your property. If the original fence is on your property, and therefore yours, I suggest you take it down before putting up a new fence. If the original fence is theirs, put up your new fence and ignore what they do with their fence.
I’m very fortunate to have wonderful neighbors. My one neighbor replaced her fence and asked me for permission to have my side painted. She didn’t have to do that. She could have just painted it without asking. But she knew it would look nicer if it were painted after it was installed. I of course thanked her for her consideration!
