You have, also, forced your colonists to frequently sweep the streets as fallen leaves can be construed as litter and this is forbidden.
Picketing in a public place or criticizing government installations can often be construed as vandalism. You are forbidding this, too.
All laws have unintended consequences. There more laws there are, the less personal freedom exists in a society.
Consider having the Golden Rule as the only law in your colony.
