WHAT ARE THE LAWS ABOUT POV LIGHTS AND SIRENS IN A NON EMERGENCY RESPONDING VEHICLE?

If I am not an puncture responder as well as I have lights as well as sirens in my vehicle, what have been the laws upon this? Also, if it IS opposite the law, am I means to have GREEN lights in my vehicle. Because as distant as I know, the laws have been opposite blue & red lights only. But there ARE a little states which have no laws opposite this. MAHALO!
