Unless you specifically live in Los Angeles city limits, you are gonna have a heck of a time. Every suburb is normally a city in its own right, and has their own local rules. And no reason that every one of those areas is going to post all their laws online.
The cop already told you it was a misdemeanor. He didn’t write a citation apparently. Define what city, and call city hall.
