No law covers kissing, holding hands, or dating, only sexual activity. Even then, most states have close-in-age exceptions, so sex may be legal as well.
It depends on your state of residence, as state law can vary regarding age of consent. It also depends on his profession. If he is an educator or a coach and you are a minor (you can still be a minor and old as or older than the age of consent, depending), then the “rules” are different most places.
To the first poster, kissing a person who is not yet at the age of consent can lead to big trouble. In some states, people have been prosecuted for sexual assault for the same.
There is no law on dating. Each state has what it calls the age of consent this is the age where you can consent to sex. You can look up your state’s laws here.

And just because you aren’t under the age of consent laws doesn’t mean that your parents can’t do other things (including things in the legal system) to stop you from dating this guy.
